management excellence for the public

So here's some language advertising a conference that DOI is organizing for its bean counters:
As individuals in the field of business and financial, you are aware of management excellence that lies at the heart of serving the public well. The President has challenged us to deliver better value for the American people. The President’s Management Agenda creates a five-pronged framework for this effort focused on strategic management of human capital, improved financial performance, expanding electronic government, budget and performance integration, and competitive sourcing.
Anyone want to attempt a translation?

"... better value for the American people." Not to disregard you Cait, but "government" and "value" are polar opposites.

Yeah. It's a little heartbreaking that there're people in government whose intentions are good. That there are plenty of good-hearted people who really mean it when they say they've the public good at heart.

Is it possible that our system really is working as well as it can? That, given human flaws, it just won't get kinder, gentler, or more efficient?

As bean counters, you know your basic goal is to spend taxpayers’ money wisely. The pres says we have to do better: more productive employees, more results per dollar, more electronic communications/records (less paper/travel), and bids and budgets awarded based on results.
